Innovative Housing Finance, PPPs Critical to Expanding Homeownership - Osidi

The Federal Mortgage Bank of Nigeria (FMBN), alongside key government leaders, private sector players and stakeholders in the housing ecosystem, on Tuesday, May 12, 2026, converged at the Umaru Musa Yar’Adua Centre for the Renewed Hope Housing PPP Summit 2.0.
The Summit, convened by Dr. Olayemi Rotimi-Shodimu and organised by Shelter Advisory Services, brought together government officials, developers, financial institutions and development partners to explore how Public-Private Partnerships (PPPs) can drive mass housing delivery under President Bola Ahmed Tinubu’s Renewed Hope Agenda.
Speaking at the event, the Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, PhD. reaffirmed the Federal Government’s commitment to accelerating housing sector growth and expanding access to affordable housing for Nigerians.
The Minister disclosed that the outcomes and recommendations from the summit would form a critical part of the Ministry’s Strategic Plan aimed at transforming housing delivery and driving economic growth in the country.
According to him, the strategic plan, expected to be unveiled before the end of May, would provide clear direction for implementing housing policies and projects through stronger collaboration with the private sector and other stakeholders.
In his goodwill message, the Managing Director/Chief Executive of FMBN, Shehu Usman Osidi, stressed the need for stronger collaboration and innovative financing structures to bridge Nigeria’s housing deficit.
“Our experience has shown that where government provides enabling policies and institutional backing, the private sector responds with innovation, efficiency and scale,” he stated.
He urged stakeholders at the summit to continue exploring innovative financing models, blended finance structures, land reforms, infrastructure partnerships, and mortgage accessibility solutions that would make homeownership attainable for more Nigerians.
“We must collectively build a housing ecosystem that is inclusive, sustainable, and commercially viable,” he said.
Highlighting the link between the theme of the event, “From Policy to Projects: Financing and Delivering Housing at Scale through PPPs,” Osidi affirmed that it resonates deeply with the mandate and strategic direction of FMBN.
He noted that FMBN has continued to support affordable housing delivery through partnerships with private developers, state governments, cooperative societies and labour unions, while also strengthening mortgage accessibility through off-taker guarantees, rent-to-own products and construction finance interventions.
He also disclosed that under the Renewed Hope Housing Programme, FMBN has provided a ₦100 billion off-taker guarantee supporting projects in Abuja, Lagos, Kano, Port Harcourt, Enugu and Maiduguri.
The Summit had in attendance the Minister of Labour and Employment, Muhammad Maigari Dingyadi, the Permanent Secretary of the Ministry of Housing and Urban Development, Dr. Shuaib Muhammad Belgore and other senior government officials and housing sector experts.
A key highlight of the event was the keynote presentation by global housing expert, Ms. Elena Panaritis, focusing on lessons Nigeria could adopt to strengthen affordable housing delivery.
She stressed the need for stronger property rights, efficient mortgage systems and transparent regulation to drive sustainable housing delivery in Nigeria.
She emphasized that secure land titles and integrated property registries are critical to improving mortgage accessibility, boosting investor confidence and expanding affordable housing delivery.
Another major highlight was the official launch of the Renewed Hope Housing Magazine, a publication designed to serve as a strategic communication platform for documenting the Ministry’s progress, showcasing projects, highlighting investment opportunities and strengthening stakeholder engagement within the housing sector.
