FMBN, FGSHLB Sign MOU to Deliver N10BN Housing Loans to Federal Civil Servants

In the sustained effort to expand access to affordable housing for Nigerian workers, Federal Mortgage Bank of Nigeria (FMBN) has signed a landmark Memorandum of Understanding (MOU) with the Federal Government Staff Housing Loans Board (FGSHLB) to facilitate housing finance for federal civil servants to the tune of N10 Billion.
The agreement, sealed on Friday, April 24, 2026 at the Office of the Head of Civil Service of the Federation follows the Federal Government’s approval of a N10 Billion housing loan scheme aimed at improving access to homeownership for public servants.
Under the partnership, FMBN will provide funding to the FGSHLB for on-lending to civil servants, creating a more structured and efficient framework for delivering mortgage and housing loans tailored to workers’ needs.
Speaking at the signing ceremony, the Managing Director/Chief Executive of FMBN, Shehu Usman Osidi, commended the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack for her support in driving the initiative, noting that the collaboration marks “the dawn of a renewed commitment to improving the lives and welfare of Nigerian workers.”
He explained that the Bank, through the National Housing Fund (NHF) scheme, has continued to expand access to housing finance via products such as the NHF Mortgage Loan, Home Renovation Loan, Individual Construction Loan and Cooperative Housing Development Financing.
According to him, the new partnership will further streamline access to these products for federal civil servants, offering options that cover homeownership, renovation, rent support and incremental housing development.
The Chief Executive added that the initiative aligns with the Renewed Hope Housing Programme of President Bola Ahmed Tinubu, which prioritises improved welfare and housing access for Nigerians across income levels.
He also noted that despite ongoing reforms aimed at improving service delivery, automation and operational efficiency, more targeted interventions were needed for civil servants, who constitute a significant portion of contributors to the NHF.
“Through our partnership with FGSHLB, we are aligning our strengths, FMBN as the primary provider of affordable housing finance, and FGSHLB as a key interface with federal workers, to ensure that access to housing loans becomes simpler, faster, and more responsive to the realities of our civil servants,” he stated.
On her part, the Head of the Civil Service of the Federation described the partnership as a practical step towards improving workers’ welfare, noting that housing remains a critical pillar of stability and productivity.
She highlighted the Federal Government’s broader welfare reforms, including the newly approved N10 billion housing loan scheme, which will be implemented through FMBN and FGSHLB.
According to her, the initiative is designed to ensure that civil servants have access to affordable housing, enabling them to work with greater stability, focus and purpose.
Also speaking, the Executive Secretary of FGSHLB, Hajiya Salamatu Ladi Ahmed said the collaboration would enhance the Board’s capacity to deliver housing loans efficiently, expressing optimism that eligible civil servants would now access housing support with greater ease and speed.
The ceremony was a high-level engagement attended by key government stakeholders, including the Director-General of the Nigeria Social Insurance Trust Fund (NSITF), Mr. Oluwaseun Faleye; Director-General of the National Pension Commission (PenCom), Ms. Omolola Oloworaran; Director-General of the National Salaries, Incomes and Wages Commission, Mr. Ekpo Nta; FMBN Director of Loans and Mortgage Services, Dr. Muhammad Sani Abdu; as well as Permanent Secretaries and senior Directors across the Federal Civil Service.
